Start with a green background, set your foreground to black and your background to this
	Apply the texture/grain filter on vertical with contrast and intensity on 100
	Now apply the stylize/glowing edges filter with width-1, brightness-3, smoothness-5
	Just apply the artistic/plastic wrap filter to finish it off
	Just a simple little tut but it looks pretty good in interfaces.
